It is an anti-musician resolution being pushed by big radio companies looking to continue avoiding to pay artists. Almost every industrialized country requires radio stations to pay musicians royalties for the use of their work. The exceptions include North Korea, China, Iran, and the United States. Unfortunately, because we lack a performance right (=radios paying performers, not just songwriters), over $100 million in U.S. royalties are withheld by other nations. Meaning: not only you're not getting paid by US radios, but also radios in countries that pay musicians for airplay don't pay you either because their country's musicians can't get paid by US radios...
